About Aspire Housing

Aspire Housing Limited, established in 2000, offers a mix of affordable rental and shared ownership housing across Staffordshire and Cheshire. The group supports over 20,000 customers, and complements its housing services with money advice and employment support.

Performance & Accountability

In January 2025 the Regulator of Social Housing confirmed Aspire’s governance rating as G1, reflecting restored oversight and strategic clarity. Its financial viability was downgraded to V2, due to risks tied to development and investment in existing homes. Aspire has the necessary liquidity and structured plans to manage those risks and meet future obligations.

The provider also received a C1 consumer rating, acknowledging strong consumer performance and tenant engagement.

Strategic Direction

By 31 March 2024, Aspire reported a turnover of £53.1 million and employed around 375 full-time equivalent staff. It manages 9,364 homes and plans to deliver around 488 new homes by 2029–30, including a mix of social rent and shared ownership units.

Resident Experience & Impact

Recent highlights include:

  • Money advisors helped customers reduce £2 million in household debts.

  • Employment support connected 150 people into work.

  • Aspire continues to emphasise transparency and accountability, making tenant feedback a central part of its governance and service delivery.

However, Housing Ombudsman findings reveal recurring challenges in:

  • Handling anti-social behaviour and property infrastructure concerns.

  • Responding to roof leaks.

  • Managing damp and mould issues.

These show that despite Aspire’s strengths, responsive maintenance and complaint procedures still need strengthening.
