About Bromford Flagship

Formed in February 2025 through the merger of Bromford and Flagship Housing Groups, Bromford Flagship is now one of the largest housing providers in the country. The combined entity manages over 77,000 homes across multiple regions and aims to build 2,000 new homes annually for the next 30 years. The group emphasises thriving communities, rooted in strong relationships and opportunity.

Performance & Accountability

In its first results post-merger, the group reported turnover of £607 million, an operating surplus (excluding asset sales) of £181 million, and a post-tax surplus of £135 million. Social housing lettings accounted for £492 million of turnover, with an operating margin on social rent of 33%, and a group-wide margin of 30%. Customer satisfaction sits in the top quartile, with 88% saying they feel safe and 87% treated with respect.

Regulatory stability continues: the Regulator of Social Housing awarded Bromford Flagship an interim G1 governance and V1 viability grading in May 2025.

Strategic Direction

The merger has unlocked £1.9 billion in borrowing capacity. Bromford Flagship plans to invest heavily—£4 billion in new homes during this Parliament—and deliver 2,000 homes per year, half at social rent. The group also secured £350 million in new funding, maintains high sustainability standards linked to green financing, and has over £949 million in available liquidity.

Resident Experience

Ombudsman data indicates room for improvement in specific areas such as complaints processes and repairs—for instance, a case in 2024 found service failure in handling lighting and meter issues. Bromford is addressing these through new customer-first policies and improved service delivery.
