First Choice Homes Oldham (FCHO) is a housing association formed in 2011, now managing more than 11,500 homes across Oldham and surrounding areas. Its mission is to provide quality affordable housing while improving lives and strengthening neighbourhoods. Alongside managing its existing stock, FCHO is committed to growth, sustainability, and supporting staff to deliver high-quality services.

Performance & Accountability

FCHO is regulated by the Regulator of Social Housing (code 4582). In December 2021, it retained top ratings for governance (G1) and viability (V1), confirmed through a stability check. The association is financially stable and a member of the Housing Ombudsman Scheme. Ombudsman cases have included issues around property condition, such as garden flagstones and safety concerns.

Strategic Direction

The association has committed to building 700 new homes by 2026, responding to the shortage of affordable housing in Greater Manchester. Its strategy also focuses on sustainable housing, neighbourhood investment, and being a supportive employer for its workforce.
